Job Description Summary

Work is performed under the managerial direction of the Manager of Engineering & Inspections. This is advanced technical and supervisory work managing land surveys for design of public improvements and reviewing all development related annexation, rezoning and right-of-way requests.

Essential Job Functions

Plans, organizes, coordinates, prioritizes, assigns, and evaluates the work of subordinate employees; provides counseling and training as needed. Monitors the work of field survey crews, assuring proper survey practices and techniques; checks field note reductions, makes corrections as needed. Coordinates survey work with other divisions and other City departments. Drafts survey and subdivision plats; prepares descriptions of areas surveyed; updates description of City corporate boundaries. Reviews subdivision plats and legal descriptions. Reviews annexation and rezoning requests and easement and right-of-way requests. Prepares and maintains a variety of engineering documents including plans, plats, deeds, and surveys. Assures proper inventory of equipment and supplies. Answers inquiries from the public regarding surveying projects and property information. Maintains a variety of records pertaining to engineering survey work; prepares reports related to the work. Performs related duties as needed or assigned.

Graduation from high school and five years of experience in engineering survey or closely related work, including supervisory experience; or any equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Thorough knowledge of effective practices, methods, techniques, and equipment of land surveying. Considerable knowledge of plats, plans, maps, deeds, and local geography. Considerable knowledge of suitable computer applications to engineering survey projects. Knowledge of effective supervisory practices and techniques. Ability to plan, organize, coordinate, prioritize, assign, and evaluate the work of subordinate employees. Ability to maintain a variety of technical records and adapt records systems for computerization. Ability to make accurate survey computations. Ability to communicate effectively, both orally and in writing and to prepare reports of a complex technical nature. Ability to establish and maintain effective working relationships with other employees, City officials, engineers, and architects and the general public. Excellent work history and attendance record. Possess and maintain a valid Missouri driver’s license and an excellent driving record. Must be a Professional Land Surveyor licensed in the State of Missouri.
