Job Description Summary

Perform a variety of highly advanced engineering technical support tasks for the design and maintenance of streets, intersections, storm sewers, sanitary sewers, water mains, erosion control, land distribution, electric utility distribution, street lighting system design work, and/or construction. Provide excellent customer service while representing the City of Columbia in various private and public construction projects.

Essential Job Functions

•Draft diagrams and detail drawings while designing various engineering improvement projects for the City.

•Plan, lead, organize, and oversee all aspects of design projects, including training and oversight of construction staff.

•Prepare documents for Council regarding construction projects, including streets and water mains.

•Maintain water department technical specifications for contract and developer installations.

•Prepare documents for Council regarding construction projects, including streets and water mains.

•Maintain records pertaining to the status of current and proposed construction projects.

•Receives calls and reports from internal and external sources and responds appropriately.

•Respond to customer inquiries for information on construction and design of various City projects.

•Conduct field work to acquire information relevant to construction projects.

•Utilize advanced AutoCAD applications for system mapping integrated with network analysis, system operating statistics, and other GIS applications.

•Inspect methods and materials used by contractors to construct a variety of commercial and residential construction and improvement projects; ensure conformity with plans and specifications.

•Update utility maps, street number systems maps, plats, subdivisions, and other engineering records based on as-builts, survey notes, and other information.

•Inspect land disturbance and erosion control issues at construction sites to ensure compliance with applicable codes, ordinances, and regulations.

•Inspect methods and materials used by contractors to construct a variety of commercial and residential construction and improvement projects; ensure conformity with plans and specifications.

Ancillary Job Functions

•Coordinate projects with utility representatives (assisting in determining utility relocation needs as needed) and Street Division personnel.

•Provide easement acquisition as necessary.

•Serve as a liaison to municipal and state regulatory organizations to ensure compliance with relevant specifications, codes, and standards.

•Perform other related duties as assigned.

Education and Experience - An equivalent combination of education, training and experience will be considered

•Associate or technical degree in a relevant engineering field required.

•Minimum of ten years increasingly responsible experience in civil engineering.

•Experience using AutoCAD to review and design water mains and other design projects.

•May require special licensing and certification.

•Must maintain a valid driver’s license.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position

•Knowledge of basic surveying, construction, and engineering principles, practices, and methods.

•Knowledge of drafting, construction standards and specifications.

•Comprehensive knowledge of drafting, AutoCAD, GIS, ESRI, and surveying, including the use of relevant instruments and equipment.

•Knowledge of geometry, trigonometry, algebra, and other basic mathematical calculations used in engineering drawing and drafting.

•Knowledge of maps, deeds, plats, and plans.

•Knowledge of electric utility materials and construction units.

•Knowledge of relevant codes, regulations, and standards.

•Ability to maintain a variety of technical records and to adapt records systems for computerization.

•Ability to read and create blueprints and engineering drawings/plans.

•Ability to establish and maintain effective working relationships with other employees and the general public.

•Excellent oral and written communication skills.

Work Environment – Environmental or atmospheric conditions commonly associated with the performance of the functions of this job

•May be exposed to wet/humid conditions, inclement outdoor weather, vibration, airborne particles/fumes, risk of electrical shock, loud noise levels, or potentially hazardous or cancer-causing agents/chemicals.

•May be required to work in hazardous traffic conditions.
